GUEST LECTURE BY PROF. PANOS MERKOURIS – 1.12.2025

We are delighted to announce that on Monday 1 December 2025, 15:00-17:00, at Room A, Academias 45, 1st floor, Professor Panos Merkouris will be delivering a lecture on “Circumstances Precluding Wrongfulness in the Law of State Responsibility”  in the context of the 2025/26 Fundamentals of International Law.

Panos Merkouris is a Professor of International Law at the University of Groningen. His 5-year project on The Rules of Interpretation of Customary International Law [TRICI-Law] (www.trici-law.com) was awarded an ERC Starting Grant in 2017. He specialises in Interpretation, Law of Treaties, Sources of International Law, and Dispute Settlement. Professor Merkouris is currently an arbitrator at the Xi'an Arbitration Commission, member of the Editorial Board of the NYIL, and the ICLR and is the General Editor of the TRICI-Law Book Series published by Cambridge University Press. He was also the Co-Rapporteur of the ILA Study Group on the Content and Evolution of Rules of Interpretation in International Law. He is the author of the monographs Interpretation of Customary International Law: of Methods and Limits (Brill/Martinus Nijhoff 2024),  Treaties in Motion (CUP 2020, co-authored with Prof. Fitzmaurice) and Article 31(3)(c) of the VCLT and the Principle of Systemic Integration: Normative Shadows in Plato’s Cave (Brill/Martinus Nijhoff 2015). The latter has been cited with approval by a Chamber of the International Criminal Court, while other of his writings have been cited and/or confirmed by several international courts and tribunals. He has numerous publications on interpretation, law of treaties and customary international law.
