"DIPLOMACY THROUGH EXPERTS" - CLASS OF 17.4.2024

On Wednesday 17 April, 19.00-21.00 at Room 5, 3 Sina Str., we will have the pleasure to host an open discussion on 'Negotiating bilateral issues on the law the sea'.

Participants include Professor Maria Gavouneli, Director of the LL.M in International & European Law, and two colleagues from the National Center for the Sea and Maritime Law, Turkey (DEHUKAM), Professor Dr. Demir and Mr. Baskara


 

Prof. Ismail Demir is a highly accomplished professional with an extensive educational background and notable contributions in maritime law. He studied law at Ankara University Faculty of Law and graduated with an honor degree in nineteen eighty-seven (1987). After completing his LLM in 1997, he delved deeper into the realm of maritime law and successfully defended his doctoral thesis on “Salvage within the Framework of the London Convention” in 2009. Prof. Demir’s main area of study focuses on maritime trade and marine pollution. He successfully served as the First Legal Counselor at the Undersecretariat of Maritime Affairs of the Prime Ministry between 1997 and 2001. In recognition of his expertise and dedication, Prof. Demir was appointed as a Professor in the Department of Maritime Law in 2021. Since 2020, Prof. Demir has been an esteemed member of the Board of Directors at the Ankara University National Center for the Sea and Maritime Law. In 2023, he assumed the prestigious role of Leading Researcher at DEHUKAM. In 2024, he was appointed as the head of the Department of Maritime, Transportation Law and Politics.


 

Mustafa Başkara is a distinguished scholar who attained his LL.B. from Ankara University in 2013, followed by the completion of his LL.M. in International Shipping Law at Queen Mary University of London in 2016. Presently, he is immersed in his doctoral studies in Maritime Law at Ankara University, a pursuit that underscores his commitment to academic excellence and scholarly pursuits. His professional journey includes a notable internship at the esteemed International Maritime Organization in 2016, where he gained invaluable insights into the intricacies of international maritime affairs. Subsequently, he served as a diligent research assistant at the Faculty of Law, Social Sciences University of Ankara, from 2017 to 2021, contributing significantly to the academic discourse in his field.  During the period spanning from 2020 to 2022, Mr. Başkara distinguished himself as an advisor to the Minister of Justice of the Republic of Türkiye, where his expertise and counsel were instrumental in shaping legal policies and frameworks.  Furthermore, since January 28th, 2021, he has assumed the esteemed position of CEO at the Ankara University National Center for Sea and Maritime Law, where he continues to drive forward initiatives and advancements in maritime legal scholarship and practice with remarkable acumen and dedication. Mr. Baskara has been appointed as the Director of the Mediterranean Climate Change Research Centre (AİDAM) since 2023, which will gain the status of regional activity centre on climate change under the UNEP/MAP Barcelona Convention.
